Maven checkstyle not running as part of build -

i'm totally lost why not. construction this:

using mvn checkstyle:check creates reports (i have identical settings in reporting section) build treats plugin doesn't exist. if alter checkstyle version, doesn't download it, etc. treats config invisible.
